Electricity Market Distribution Regulation

 

PART ONE

 

Objective, Scope, Legal Basis, Definitions and Abbreviations

 

Objective

 

Article 1 — The objective of this Regulation is to set forth the principles and procedures pertaining to the reliable and low cost operation and planning of the distribution system for the construction of the market model set in Law no. 4628.

 

Scope

 

Article 2 — This Regulation cover the principles and procedures that shall be imposed upon related parties pertaining to obligations of the distribution company and users of distribution system, facility design and operation rules that shall be complied and issues on the planning and operation of the distribution system in accordance with the non-discrimination principles among arms-length parties.

 

Legal Basis

 

Article 3 — This Regulation is issued as per the provisions of Electricity Market Law no. 4628.

 

Definitions and Abbreviations

 

Article 4 — The following terms and abbreviations shall bear the following meanings;

 

  1. Law: Electricity Market Law No. 4628, dated 20/02/2001,

 

  1. Authority: Energy Market Regulatory Authority,

 

  1. Board: Energy Market Regulatory Board,

 

  1. Chairman: Chairman of the Energy Market Regulatory Board,

 

  1. LV: Voltage whose effective severity is 1000 Volts and below,

 

  1. CENELEC: European Committee for Electrotechnical Standardization,

 

  1. IEC: International Electrotechnical Commission,

 

  1. TE Aẞ: Turkish Electricity Transmission Company,

 

  1. TSE: Turkish Standards Institution,

 

  1. UCTE: Union for the Co-ordination of Transmission of Electricity,

 

  1. NLDC: National Load Dispatch Centre in the organisation of TE Aẞ and responsible from the real time balancing of electricity supply and demand,

 

  1. HV: Voltage whose effective severity is over 1000 Volts,

 

  1. Disconnector: Apparatus that connect and disconnect unloaded electricity circuits,

 

  1. Connection point: Site or connection point where users connect to the system in accordance with their connection agreements,

 

  1. Connection and/or use of system agreements: Agreements covering the terms and conditions specific to a generation company, an autoproducer or an autoproducer group, a distribution company or consumers for access or connection to transmission system or a distribution system,

 

  1. Busbar: The conductor where the feeders at the same voltage connect,

 

  1. Regional Load Dispatch Centre: The control centre that monitors generation, transmission and consumption of electricity and responsible for co-ordination and management of operating manoeuvres in a certain region of the transmission system,

 

  1. Distribution: The transmission of electricity through lines of 36 kV or lower voltage level,

 

  1. Distribution region: The region defined in a distribution license,

 

  1. Distribution system: Electricity distribution facilities and grid operated and/or owned by a distribution company within its designated distribution region,

 

  1. Distribution company: Any legal entity engaged in electricity distribution in a designated region,

 

  1. Distribution facility: All facilities and grid established exclusively for distribution of electricity starting from the termination point of transmission facilities,

 

  1. Tripping: Automatic or manual outage of a part of the plant and/or equipment due to maintenance, repair or fault,

 

  1. Low frequency relay: Equipment that gives breaking instruction to breakers for load shedding if the frequency decreases under pre-specified operation values,

 

  1. Feeder: Line or cable outlets that transmit energy to a customer or customer group from a central busbar,

 

Disclaimer:

 

The English version of the Licensing Regulation is intended to assist interested foreign parties. There may be discrepancies between the Turkish and English versions. In case such discrepancies occur, the Turkish version shall prevail.

 

  1. Flicker: Voltage oscillations below 50 Hz, which occur because of fluctuations in load and lead to blinks in illumination armatures,

 

  1. Frequency: Number of cycles of the alternative current in the system in one second (stated in Hertz),

 

  1. Voltage regulator: Equipment regulating the terminal voltage of generators,

 

  1. Power disconnector: Apparatus, which does not have short circuit breaking capacity and connect and disconnect normally loaded electricity circuits,

 

  1. Power factor: Ratio of active power to apparent power,

 

  1. Harmonic: Each of sinusoidal components occurred in direct multiples of fundamental frequency component in an alternative current or voltage distorted because of non-linear loads or generators, whose voltage waveform is not ideal,

 

  1. Speed governor: Apparatus that regulate the turbine speed,

 

  1. Bilateral agreements: The commercial agreements between real persons or legal entities and license holding legal entities or among license holding legal entities for the purchase and/or sale of electricity and/or capacity under the provisions of private law and are not subject to Board approval,

 

  1. Transmission license: License granted to TE Aẞ as per the provisions of the Law,

 

  1. Transmission system: Electricity transmission facilities and grid,

 

  1. Transmission facility: All facilities, including medium voltage feeders of transmission switchyards, starting from the termination point of generating facilities connected over 36 kV voltage level up to connection points of distribution facilities,

 

  1. Applicable legislation: The laws, regulations, communiqués, circulars, and Board decisions regarding the electricity market and the license(s) of the related legal entities,

 

  1. Operation boundaries: The boundary between the facility operated by the distribution company and the facilities operated by other distribution companies and users,

 

  1. Operation diagram: The diagram showing HV plant and/or equipment and outdoor connections at the connection point including numbering, naming and labelling system,

 

  1. Insulation level: Insulation level taken as basis in the design of electrical equipment,

 

  1. Stable condition: The state of the system, where operation values could be accepted as constant after termination of temporary regime conditions,

 

  1. Breaker: The apparatus used to connect/disconnect electricity circuits under loaded or fault conditions,

 

  1. Short circuit current: Current in case of a short circuit at a certain point on the distribution system,

 

  1. Short circuit power: Highest apparent power occurring in a short-circuited busbar,

 

  1. Cogeneration: Combined heat and power generation,

 

  1. Protection settings: Settings of the protection relays,

 

  1. User: Real person or legal entity using the distribution system,

 

  1. Manoeuvre: Operations performed via breakers and disconnectors to commission or de-commission various parts of the system,

 

  1. Customer: Consumers served through retail sale agreements or bilateral agreements,

 

  1. Negative component: In an instable electricity system, the vector of first phase of the component with negative phase sequences among positive, negative, and null components in order to state instability in current or voltage,

 

  1. Negative phase sequence: In an instable electricity system, stable vector group with three components having equal amplitudes, hundred and twenty degrees of phase difference among each other and sequenced in different directions in order to state instability in current or voltage phases,

 

  1. Normal operating condition: Operating condition where voltage, frequency, and line flows are in specified ranges, load demands are met, ancillary services are provided, and operation of the system is stable,

 

  1. Market: The electricity market consisting of the activities of generation, transmission, distribution, retail, wholesale, retail service, sale and purchase or trade, including import and export, of electricity and capacity, and transactions directly related to those activities,

 

  1. Positive component: In an instable electricity system, vector of first phase of the component having positive phase sequence among positive, negative, and null components in order to state instability in current or voltage,

 

  1. Positive phase sequence: In an instable electricity system, stable vector group with three components having equal amplitudes, hundred and twenty degrees of phase difference among each other and sequenced in same direction in order to state instability in current or voltage,

 

 

  1. Reactor: Winding lagging reactive power from its connected line, transformer, or busbar and used to lower the voltage,

 

  1. Non-eligible consumer: Any real person or legal entity restricted to purchase electricity and/or capacity from retail sale companies or from a distribution company holding a retail sale license in the region where he/she/it is located,

 

  1. Eligible consumer: Any real person or legal entity that has the right to choose its own supplier, either because its consumption is above the level set by the Board, or because it is directly connected to the transmission system,

 

  1. Null component: In an instable electricity system, each of three equal vectors of the component having null phase sequence among positive, negative, and null components in order to state instability in current or voltage phases,

 

  1. Negative phase sequence: In an instable electricity system, three equal vectors used to state instability in current or voltage phases,

 

  1. Black-out: Unintended loss of energy of the electricity system partially or completely,

 

  1. Demand control: Methods that will be applied on demand by national and/or regional load dispatch centres or by the distribution company in order to provide equilibrium between supply and demand,

 

  1. Demand: Amount of active and reactive power that will be consumed,

 

  1. Tariff: The formulations for the transmission, distribution, and sale of electricity and/or capacity and the prices and terms and conditions services related to those activities,

 

  1. The designed minimum output level: Active power output if system frequency is above 50.5 Hz and unit or block does not remain high frequency control capacity,

 

  1. Supplier: Any generation company, autoproducer, autoproducer group, wholesale companies, retail companies and distribution companies holding retail license, providing electricity and/or capacity to their customers,

 

  1. Single line diagram: Single-phase diagram showing the connections of elements like busbar, conductor, power transformer and compensation equipment in a certain part of the grid,

 

  1. Black start capability: In case of black out, commissioning of at least one unit of a plant in accordance with the instruction of TE Aẞ with its own capability and without external feeding and energising a part of the system,

 

  1. Total harmonic distortion: The ratio of square root of squares of the total of the effective values of harmonics in the alternative current or voltage to the effective value of the fundamental component (value that states the distortion in the waveform),

 

  1. Earthing: After cutting the power of plant and/or equipment via breakers and disconnectors for all directions nullifying the voltages of the conductors of plant and/or equipment by short circuiting to earth,

 

  1. Consumer: All eligible and non-eligible consumers, purchasing electricity for their own needs,

 

  1. International standards: International design, construction, manufacturing, and performance standards prepared, approved and used for electricity system plant and/or equipment,

 

  1. Unit: Each of generating groups that can be loaded and shed load independently, for combined cycle plants, each gas turbine and generator and share of steam turbine and generator that will operate connected to gas turbine and generator,

 

  1. Generation: The transformation of energy resources into electricity in generation facilities,

 

  1. Legal entities engaged in generation activity: Electricity Generation Company (EÜAẞ), autoproducer, autoproducer group and private sector generation companies,

 

  1. Generation facility: Facilities generating electricity,

 

  1. Ancillary services: Services to be provided by all legal entities connected to the transmission and/or distribution system, as per the provisions of this Regulation and/or Electricity Market Grid Regulation,

 

  1. Investment plan: The plan prepared in accordance with Electricity Market Tariff Regulation and related communiqués and approved by the Authority within income/tariff regulation for the improvement and supporting investments in existing distribution grid and new investments regarding the expansion of the distribution system that will be performed by the distribution company,

 

  1. Loading curve: Curve showing the loading capacity of a unit as active and reactive.

 

 

PART TWO

 

Connection to the Distribution System

 

SECTION ONE

 

Connection Principles for Users except Legal Entities Engaged in Generation Activity Connection Application

 

Article 5 — Users except legal entities engaged in generation activity make their connection application to the distribution system in accordance with the principles stated in Electricity Market Customer Services Regulation.

 

In the connection applications made by the users electricity project including technical specifications regarding other facilities and/or equipment like number and power of engine and electrogen groups, illumination and heating installations and their power, and protection systems according to the nature of the application is presented to the distribution company. Distribution company shall request required additional information from the user in the scope of presented project.

 

Distribution company shall only use the electricity project and other information presented by the user for mentioned connection activities.

 

Evaluation of Connection Applications

 

Article 6 — Connection applications are evaluated in accordance with provisions of the Electricity Market License Regulation and the Electricity Market Customer Services Regulation.

 

Distribution company acts in accordance with the non-discrimination principles among arms-length parties according to load characteristics in the region in determining the voltage level from which users will connect to the system and performing the requests of users for the installation and allocation or alternation of their connection.

 

In cases where there is a probability that connection point of the user or the operation methods of the user negatively affect other users, distribution company shall request from the user to connect from an alternative voltage level or to apply solutions to eliminate the negative effect under question.

 

Distribution company provides the required co-ordination with TE Aẞ for the evaluation of energy demand and allocation in the scope of new or additional connection applications over a certain capacity determined in accordance with the provisions in connection and/or use of system agreement made between the distribution company and TE Aẞ.

 

Connection Point

 

Article 7 — Connection point at LV level is accepted as follows:

 

  1. If users own the meters, the point, which installation connect to the distribution system,

 

  1. If the distribution company owns the meters or their usage is under the authorisation of the distribution company, connection ends at meter outlets.

 

Distribution company determines the connection point at HV level in accordance with the provisions in the connection and/or use of system agreement made between the distribution company and user. This point shall only be changed with the agreement of the parties.

 

Connection Agreement and Installation of Connection

 

Article 8 — Connection agreement between distribution company and user is signed in accordance with the provisions of Electricity Market Customer Services Regulation and connection is installed as per the provisions of the agreement.

 

Connection to the System

 

Article 9 — Connection to the system in accordance with the provisions of the connection agreement is made following the presentation of retail sale agreement or bilateral agreement to the distribution company.

 

Distribution company performs controls and tests specified in the scope of connection agreement before the performance of the connection. Controls, tests, and connecting/disconnecting activities are performed in co-ordination with the user and in required circumstances with TE Aẞ. If the results of those activities are appropriate, connection to the system is made and any commissioning activity related to connections is performed in accordance with the effective legislation.

 

If user requires performing an operation or alternation in existing plant and/or equipment that will affect the distribution system, the condition that user shall obtain the approval of the related distribution company shall be stated in connection and/or use of system agreements.

SECTION TWO

 

Connection Principles for Legal Entities Engaged in Generation Activity Connection Application and its Evaluation

 

Article 10 — Distribution company provides the Authority with her opinion accompanied with underlying rationale on a request for connection of generation facilities to the distribution system and/or a request for use of system in accordance with Electricity Market License Regulation within forty five days following the date of the written notification made by the Authority.

 

If a connection is made to the system, when expansion investment or new investment is required due to inadequate capacity regarding the system usage and when required funds are not available, the investment can be made after satisfying the technical standards in accordance with the legislation, by a legal entity who is willing to make connection on behalf of the distribution company or a legal entity can finance the investment if financing terms and conditions are approved by the distribution company. In that case, total expenditure regarding the actual investment is deducted from the user’s use of system price in accordance with the connection and/or use of system agreement that will be made between the legal entity connecting to the system and the distribution company.

 

If the connection request cannot be accepted due to the clauses in the article 38 of Electricity Market License Regulation and Authority approves the proposed rejection rationale, request is rejected and if possible, distribution company proposes another connection point. Authority asks the applicant legal entity its opinion about this alternative connection point.

 

If an alternative connection point cannot be proposed or the legal entity does not accept the alternative connection point, necessary procedures as per the provisions of Electricity Market License Regulation shall be

 

applied.

If the connection point proposed by the legal entity within the scope of license application is accepted by the distribution company or alternative connection point proposal of the distribution company is accepted by the legal entity, following the legal entity is granted with the license, to create basis for the connection and/or use of system agreement, legal entity shall present dataset given in Appendix-1 and information about the plant and/or equipment that will be connected to the distribution system to the distribution company.

 

2Installation of direct line between a bus-bar of a generating facility excluding autoproducer licensed ones, which is connected to distribution system or a distribution bus-bar of TE Aẞ, or connection is accepted according to formed opinion regarding connection and use of system, and consumption facilities may be allowed by the Board after getting opinions of TE Aẞ and distribution company, provided that the following provisions are satisfied:

 

  1. Documenting the manufacturing process of the consumer is sensitive to continuity and/or quality of electricity and is affected by interruption frequency and quality in the distribution system,

 

  1. Alternative solutions for removing conditions negatively affecting the consumer within 3 months following the reporting date of problems in previous item, are not proposed by the distribution company.

 

In case of installation of direct line; necessary ready capacity is kept by the distribution licensee if the consumer is separated form the bus-bar of generation facility, and an amount for keeping ready capacity is paid to the distribution company by the legal entity engaging in generation activity. Prices together with principles and procedures required for calculation of amount for kept ready capacity are determined by the distribution company, and are submitted to the Authority with tariff proposals for each tariff period, and are put in practice by a Board decision. 3

 

Connection and/or Use of System Agreement

 

Article 11 — Starting from the date dataset given in Appendix-1 and information about the plant and/or equipment that will be connected to the transmission system are presented to the distribution company by the legal entity, distribution company shall propose connection and/or use of system agreement to the legal entity within sixty days. Distribution company shall request additional information from the legal entity in order to propose connection and/or use of system agreement. In these cases, the period allowed to the distribution company for proposing the connection and/or use of system agreement is applied as ninety days. Legal entity shall response in writing to the agreement proposal of the distribution company within thirty days.

 

If the parties agree, connection and/or use of system agreement containing the terms and conditions regarding the connection and/or use of system is signed. If distribution company and legal entity holding

the license cannot agree on terms and conditions of the connection and/or use of system agreement, disputes are resolved by the Authority in accordance with the provisions of the Law and related licenses of the parties and the decisions of the Board on the subject are binding.

 

Compliance and Tests

 

Article 12 — The legal entity engaged in generation activity shall notify the distribution company that its plant and equipment that will be connected to the distribution system are compatible with the plant and equipment existing in the system, and compliant with this Regulation, connection and/or use of system agreements and ancillary services agreements within the context of the following methods and principles:

 

  1. The legal entity engaged in generation activity shall prepare a draft compliance report, which includes manufacturing test or certificates with all required technical data and parameters of its plant and equipment at least three months before the commissioning and synchronization of the unit,

 

  1. The legal entity engaged in generation activity shall perform connected and loaded circuit and function tests, which are parts of commissioning tests that will be performed on automatic voltage and speed regulators and other control and communication systems under supervision of the distribution company and within the information of TE Aẞ in accordance with a test programme and a schedule agreed upon with the distribution company,

 

  1. The legal entity engaged in generation activity shall prepare a final compliance report, which includes the results of the tests and final settings of the control system parameters.

 

System Connection Approval

 

Article 13 — Within thirty days following the submission of the final compliance report to the distribution company, which has been prepared in accordance with connection and/or use of system agreement by the legal entity engaged in generation activity, distribution company shall complete its evaluation whether the requirements of the connection and/or use of system agreement are satisfied by the legal entity engaged in generation activity, and shall inform the legal entity engaged in generation activity about the results of the evaluation.

 

If it is determined that the obligations are satisfied by the legal entity engaged in generation activity, actual connection date for connection to the distribution system is included in the evaluation response of the distribution company. Therefore, actual connection date is notified to the legal entity engaged in generation activity. If connection is not approved, underlying rationale is stated in the evaluation response and therefore, notified to the legal entity engaged in generation activity, and it is awarded additional time to complete the inadequacies.

 

Distribution company has right to monitor operation of the plant and/or equipment connected to the distribution system of the legal entity engaged in generation activity.

 

Any request for an alternation on plant and equipment connected to the distribution system and/or settings of those plant and equipment shall be notified to the distribution company allowing an adequate time to enable distribution company to investigate the integrity of the distribution system and effects on plant and equipment of other users. Distribution company may refuse alternations that might adversely impact the integrity of the distribution system.

 

SECTION THREE

 

Design and Performance Conditions of Generation Facilities Design and Performance Principles of Generation Facilities

 

Article 14 — Design and performance conditions for generation facilities include the technical and design criteria that shall be satisfied for the units connected to a distribution busbar of TE Aẞ or distribution system.

 

Performance Conditions of Generation Facilities

 

Article 15 — Units shall possess the capacity to provide nominal power output between 0.85 power factor of overexcited operation and 0.95 power factor of underexcited operation.

 

Short circuit ratio of the unit cannot be less than 0.5 for thermal units, 0.75 for the hydro units having installed capacity of 10 MW and less, and 1.0 for the hydro units having installed capacity of over 10 MW.

 

Units working as synchronous compensator should be able to work with zero power factor. When thermal units are under overexcited operation, their capacity should be able to produce reactive power up to 75% of their nominal power and when under underexcited operation they should be able to consume reactive power up to 30% of their nominal power. When hydro units are under overexcited operation, their capacity should be able to produce reactive power up to 75% of their nominal power and when under underexcited operation they should be able to consume reactive power up to 60% of their nominal power. These capacity values are stated in the connection agreement. Distribution company can allow users change those capacities without discrimination in co-ordination with TE Aẞ.

Unit should have the capacity to

 

  1. a) Produce constant active power output for the system frequency changes between 50.5 Hz and

 

49.5 Hz,

 

  1. b) Produce active power at a level higher than the linear characteristic values given in Appendix 2 for system frequency changes between 49.5 Hz and 47 Hz.

 

Under normal operating conditions, active power output of unit shall not be affected from the voltage changes. In this case, reactive power output of the unit should be fully available within the voltage changing range of ± 5%.

 

Generator Control Mechanisms

 

Article 16 — Every unit shall contain control mechanisms designed to contribute to voltage regulation along with frequency regulation within the scope of Electricity Market Grid Regulation through continuous modulation of active and reactive power given to the connected system.

 

Units that will take place in frequency regulation in the scope of compulsory ancillary services shall possess a proportional speed governor or unit load controller or substitute control apparatus that performs frequency regulation and gives fast response.

 

Speed governors of the units that will take place in frequency regulation shall be designed and operated in accordance with standards that satisfy the rules specified in international interconnection condition. When such standards do not exist, speed governor shall be designed and operated in accordance with the design and modification standards of European Union frequency regulation system.

 

The units that will take place in primary and/or secondary frequency regulation shall comply with the conditions stated in UCTE documents. If compliance with standards in UCTE documents on primary frequency is demanded, dead band of the speed governor shall be able to be set to 0 (zero).

 

Standards used for the speed governors are reported to TE Aẞ and distribution company

 

  1. In the application for connection agreement, or,

 

  1. In the application made for an amendment in the connection agreement, or,

 

  1. As soon as possible prior to any modification on the speed governor. Speed governor shall meet the following minimum requirements:

 

  1. Speed governor shall control the active power output of the unit to keep it constant within the operating range in co-ordination with the other control apparatus,

 

  1. Speed governor shall be able to keep the frequency between 47.5 Hz and 52.0 Hz when the section that unit is connected is disconnected from the system as an isolated island but as the unit continues to feed the demand. However, this should not lead the output power to decrease under the designed minimum output level of the unit,

 

  1. Speed governor is set to operate with a speed droop between 2% and 6% for hydro units and 3% and 5% for the other units.

 

Minimum requirements determined for the speed governor shall not restrict the negotiations about the necessary commercial ancillary services that depend on other parameters between TE Aẞ and/or distribution company and the user.

 

User shall install equipment receiving and processing the signals sent by NLDC automatic generation control system in accordance with conditions in the connection agreement to the units selected by TE Aẞ for secondary frequency regulation within the scope of ancillary services agreement.

 

Related to the automatic excitation control system that keeps the voltage of the unit constant and voltage regulator

 

  1. Technical information for excitation control equipment and power system stabilisers shall be stated in the connection agreement in detail,

 

  1. Reactive power limiters that limit the reactive power output of the unit in accordance with the system stability and excitation current limits in the operating range shall be installed and set as specified in the connection agreement,

 

  1. Related to voltage regulation, other control equipment including the constant reactive power output control modes and constant power factor control modes shall be stated in the connection agreement,

  1. When the power of the unit is increased slowly from zero to full load, excitation control system should be accurate enough to make sure that the deviation in the terminal voltage does not exceed 0.5% of the pre-determined nominal value,

 

  1. If the unit is exposed to a drastic voltage change, the excitation control system, whose output is controlled by the automatic voltage regulator shall be able to reach to lower and upper voltage limits of the generator excitation winding no longer than 50 milliseconds,

 

  1. Unit shall possess a power system stabiliser that can provide electrical damping power attribute in the automatic voltage regulator in case of low frequency (between 0-5 Hz) electromechanical oscillations that can occur in the system. Distribution company and user perform the settings of the power system stabiliser.

 

Commissioning and de-commissioning of units shall be performed without causing overload and voltage oscillations in the system.

 

Required conditions for the synchronisation of the units with the distribution busbar of TE Aẞ or with the distribution system shall be stated in connection agreement. Synchronisation shall be performed in accordance with the instructions of national and/or regional load dispatch centres.

 

Unit Frequency Precision

 

Article 17 — The legal entity engaged in generation activity is obliged to protect its units against damages that can occur due to frequencies out of 47-52 Hz interval. The legal entity engaged in generation activity is obliged to cut the connection between the unit and the system and taking all of preventive measures for the security of the equipment, plant, and/or personnel when the frequency is not in this interval.

 

Regarding the units with Fast-Start Capability, conditions related to this capability shall be stated in the connection agreement. Units having this capability can be used as operating reserves and can be initiated by frequency relays at a preset frequency between 49 Hz and 50 Hz.

 

PART THREE

Issues to be Considered in Projecting and Design

 

Article 18 — Projecting, design, test, and assembly activities of distribution plant and/or equipment and plant and/or equipment that will be connected to the distribution system shall be carried out in accordance with the standards stated in TSE, CENELEC, IEC, and related standards. If user requests, distribution company shall give necessary system information for projecting and design to user.

 

Distribution company and/or user is obliged to comply with the followings in their projecting and design activities;

 

  1. Providing security of personnel and properties in the preparation of the projects regarding the connections that will be made to the distribution system is the basic principle and considering the withstanding capability to short circuit current and capacity to break short circuit current, insulation levels, and overload situations of plant and/or equipment during projecting and design phase is obligatory.,

 

  1. It is the responsibility of the user to project and design plant and/or equipment that will be connected to the distribution system in accordance with the voltage and frequency conditions specified in this Regulation and to operate of those plant and/or equipment in secure conditions within operation boundaries specified in this Regulation,

 

  1. Regarding the system voltage, harmonic distortion, flicker and voltage imbalance occurred because of load characteristics of the user shall not exceed the limits related to service quality specified in this Regulation,

 

  1. Any connection and expansion made in the distribution system shall be projected in order not to adversely affect the voltage regulation,

 

  1. Earthing of the plant and/or equipment of distribution system and protective multi-earthing shall be made in order to keep “touch and step” voltage at a secure level and to decrease the returning current in accordance with the legislation and in the scope of the provisions in TSE and international standards.

 

All earthing activities to be performed in the distribution system shall only be done under the supervision of the authorised personnel of the distribution company. If the plant and/or equipment of user are fed from more than one energy source, user is obliged to prevent occurrence of earth current between earthed neutral points or if this current occurred, user is obliged to take necessary measures to limit adverse effects of this current for security of personnel and properties,

  1. f) In the facilities of user, protection equipment appropriate to load characteristics and having option to set disconnecting speed and selectivity shall be used in order to provide protection co-ordination with the distribution system. It is essential that the selectivity of the protection equipment of the plant and/or equipment owned by the user shall be compatible with the protection equipment of the plant and/or equipment in the distribution system. User shall consider the followings for the projecting and design activities performed for the protection system of plant and/or equipment;

 

  • Breaking time and current of protection equipment of plant and/or equipment shall be less than the time and current determined by TE Aẞ and the distribution company,

 

  • Auto re-closing or gradual break (open)/close functions shall be performed in the distribution busbar of TE Aẞ and the distribution system,

 

  • Operation of protection equipment in order to prevent plant, equipment, and personnel from the effects of short circuit incidents in the distribution system.

 

Topics like operation timing, selectivity, breaking capacity and precision of the protection systems within the ownership boundaries of user shall be regulated in the scope of connection and/or use of system agreement. If the load characteristics of the user require additional protection, TE Aẞ and distribution company requests user to install required protection equipment in accordance with the related standards. User shall not even within his/her ownership boundaries install equipment limiting short circuit current without the approval of the distribution company. User is responsible for the secure operation of the protection system installed within his/her ownership boundaries.

 

User can install a data communication system appropriate to system specifications between the distribution company and his/her facility subject to obtaining necessary approvals of TE Aẞ and the distribution company.

 

Preparation of Projects and their Approval

 

Article 19 — If the connection projects that will be made at LV level belong to interior installation of facility, electricity/electricity-electronics engineers registered to the related chamber and authorised by the chamber or authorised scientists shall prepare and sign those projects according to connection power. Electricity/electricity-electronics engineers registered to the related chamber and authorised by the chamber shall prepare and sign connection projects that will be made at LV level other than those mentioned above. Authorised electricity/electricity-electronics engineers of the relevant distribution company controls the prepared and signed projects and the distribution company approves those projects.

 

Electricity/electricity-electronics engineers registered to the related chamber and authorised by the chamber shall prepare connection projects that will be made at HV level and authorised electricity/electricity-electronics engineers of the relevant distribution company controls the prepared and signed projects and the distribution company approves those projects.

 

Plant and/or Equipment Owned by the User

 

Article 20 — Plant and/or equipment owned by the user shall be projected and installed in accordance with the criteria in article 18. Regarding the connections made at HV level to the distribution system, plant and/or equipment of the user shall be installed that distribution company shall be able to trip (disconnect) the plant and/or equipment in required circumstances.

 

Compensation Systems

 

Article 21 — Distribution company and user are obliged to install appropriate compensation facilities in their plant in accordance with the legislation.

 

All compensation and/or reactor applications that will be performed by users shall be made upon the approval of the distribution company.

 

Distribution company shall approve a compensation facility through performing analysis on the followings:

 

  1. Control and connect/disconnect equipment possess appropriate current capacity for compensation,

 

  1. Compensation facility shall not adversely affect operation conditions of the distribution system and other

 

users,

 

It does not abolish the responsibility of the user on the elimination of incidents that may occur in facilities in future like resonance, harmonic distortion, voltage increase that impair service quality even if the distribution company approved the compensation facility and it is commissioned.

 

Short Circuit Power at the Connection Point

 

Article 22 — Short circuit power of the plant and/or equipment of user at the connection point shall not be less than short circuit power of the distribution system at the connection point. Regarding the connections made at HV level, in the selection of the short circuit power of protection equipment probable voltage droop on lines shall be considered.

During the preparation of the project of the system distribution company shall consider the increase that may occur in short circuit level due to the equipment of user. In order to perform necessary evaluations, estimated short circuit level and reactance/resistance ratio at the connection point shall be specified among parties.

 

Remote Metering and Control

 

Article 23 — If it takes place in the investment plan by being approved within the scope of income/tariff regulation of the relevant distribution company, distribution company installs and operates remote metering and/or control systems to the distribution system.

 

If parties agree upon, related distribution company can control and operate the connect/disconnect equipment of the user. It is the responsibility of the user to procure the necessary control interface for this plant and/or equipment owned by the user.

 

 

 

 

PART FOUR

 

Planning of the Distribution System Obligation of the Distribution Company

 

Article 24 — Distribution company is obliged to install required communication infrastructure to monitor real time energy flow, to receive denouncements related to the system and to resolve those and to plan and apply the protective maintenance and repair activities in all phases from the input of electricity to the distribution system and to the transmission of electricity to consumption points in its distribution region in the scope of its license.

 

Distribution company shall prepare and present to TE Aẞ regional demand estimations in accordance with the applicable legislation.

 

Demand estimations prepared by the distribution company and concluded by TE Aẞ are presented to the approval of the Board.

 

Distribution company shall prepare its investment plan in line with the demand estimations approved by the Board.

 

Planning Principles

 

Article 25 — Investment plan for the distribution system shall be planned considering the following principles;

 

  1. Supplying the demand by taking the demand estimations as basis,

 

  1. Flexibility against technological developments and changes in demand,

 

  1. Quality of the service,

 

  1. Procurement of high service quality with low cost,

 

  1. Technical loss, illegal trade, and uncharged consumption ratios,

 

  1. To provide co-ordination with the investment plan for the transmission system.

 

Planning Period

 

Article 26 — Investment plan prepared by the distribution company and approved by the Board shall be applied for the application period came into effect in the scope of Electricity Market Tariff Regulation and its related communiqués.

 

In order to supply the increase in demand that investment and operation costs will be at minimum level, distribution company shall prepare a distribution system ten year progress report, which sets forth the perspective of the distribution company for the next ten years and guide the users, and it is approved by the Board. In addition, distribution company shall perform publishing of this report following the approval of the Board.

 

System Database and its Update

 

Article 27 — Distribution company shall form a database showing all plant and/or equipment in its distribution region and record unit costs regarding the investments through updating to this database. This information and documents shall be presented as a report to the Authority if requested.

 

PART FIVE

 

Operation of the Distribution System

 

SECTION ONE

 

Monitoring System Voltages and User Activities

System Voltages and Variation Limits

 

Article 28 — Methods to provide nationwide standardisation on voltage levels in the distribution system and methods and principles related to the application shall be put in practice with the approval of the Board. Until the regulation regarding the provision of standardisation put in practice nominal high voltage levels permitted for the distribution system is 34.5, 33, 31.5, 15.8, 10.5 and 6.3 kV. Low voltage level is 380 V for three phases and 220 V for single phase. Under normal operation conditions, voltage at the connection point may vary ± 5% of the nominal voltage at most. In an emergency case, it is permitted that this voltage may vary between -8% and +6% at most for a short period.

 

Monitoring

 

Article 29 — Distribution company possesses right to monitor the activities of user. If distribution company determines a situation contrary to the provisions of connection and/or use of system agreement in the activities of the user as a result monitoring activities performed by the distribution company, necessary sanctions shall be imposed on user in accordance with the provisions of the applicable legislation in effect.

 

Monitoring Complaints about Service Quality

 

Article 30 — Distribution company shall carry out the following procedures regarding the complaints about service quality in the scope of connection and/or use of system agreement of related users;

 

  1. Distribution company shall perform monitoring activity in regard to service quality in various points of the distribution system. Representatives of related users may attend to monitoring activities carried out periodically and/or on demand,

 

  1. If violation of technical specifications and criteria stated in connection and/or use of system agreement is determined as a result of the metering and tests made in the scope of monitoring activities performed by the distribution company, distribution company shall inform related users in writing about the results and measures to be taken,

 

  1. If one of the parties requests to repeat the metering and tests made in the scope of monitoring activity, metering and tests are repeated. Representatives of related users may attend to repeating metering and tests. If violation of technical specifications and criteria stated in connection and/or use of system agreement is determined because of the repeated metering and tests, violating party is responsible to eliminate the violation as soon as possible. The party making the request for repetition shall cover costs of repeated metering and tests,

 

  1. Related users shall eliminate their violating situation within thirty days at most starting from the date of written notification made by the distribution company. Distribution company shall extend this period depending on the characteristics of the violation. If the violation is not eliminated within the given period, facilities of the related users shall be disconnected from the distribution system.

 

Monitoring Activity Related to Exceed Connection Power

 

Article 31 — User shall not exceed the power limit stated in the connection agreement. Distribution company possesses right to monitor whether active and reactive power at the connection point of user is within the limits stated in the connection agreement or not. Distribution company shall impose sanctions -to the user exceeding connection power limits- stated in connection agreement in accordance with the provisions of Electricity Market Customer Services Regulation.

 

User may request to repeat power metering through covering the costs.

 

 

SECTION TWO

 

Demand Control

 

Principles of Demand Control

 

Article 32 — If generation capacity is inadequate to keep system frequency within the frequency range stated in Electricity Market Grid Regulation, distribution company, under the co-ordination of TE Aẞ, shall apply demand control in accordance with the following principles:

 

  1. Demand control performed by the distribution company,

 

  1. Decreasing the voltage of the transmission system by TE Aẞ,

 

  1. Automatic cut of the load via frequency relays.

 

Distribution companies are obliged to comply with demand control procedure prepared by TE Aẞ by taking the opinions of users.

 

Demand Control Performed by the Distribution Company

 

Article 33 — Distribution company shall perform its demand control in accordance with the agreement it made with TE Aẞ. TE Aẞ shall not apply demand control to distribution companies in this scope in particular.

If the distribution company agrees, TE Aẞ shall decrease demand through decreasing the system voltage without requirement for demand interruption.

 

  1. a) Planned and alternating demand control:

 

If the situation “supply cannot meet demand” continues in the entire system or in an important part of it, distribution company shall distribute existing supply among consumers without discrimination among arms-length parties. This distribution shall be performed in an alternating way under the co-ordination of TE Aẞ in accordance with a plan including the interruption of demand of consumers.

 

  1. b) Emergency demand control:

 

In order to prevent extensive load shedding or operation of the system at unacceptably low voltage and frequency levels that may occur due to unexpected shortage on the supply side of supply and demand equilibrium and constraints related to transmission or distribution in the entire system or in an important part of it manual emergency demand control shall be applied. TE Aẞ or distribution company shall apply this demand control in accordance with a plan prepared beforehand.

 

Interruption of Demand via Low Frequency Relay

 

Article 34 — Automatic interruption of demand via low frequency relays is applied to eliminate a short-term supply and demand imbalance. If the system frequency decreases to pre-specified values, demand is automatically interrupted via low frequency relays. TE Aẞ shall perform rotation without discrimination among arms-length parties with defined periods in year for the frequency levels determined as 49.0, 48.8, 48.6, and 48.4 Hz in the system.

 

Informing Users about Demand Control

 

Article 35 — Distribution company shall inform parties, if possible, that may be affected from demand control beforehand in accordance with the methods and principles stated in connection and/or use of system agreement. Rights and obligations of users in regard to demand control applications shall be regulated in the scope connection and/or use of system agreement.

 

SECTION THREE

 

Operational Communication

 

Operational Communication

 

Article 36 — Distribution company and users shall exchange information about operation activities and incidents in accordance with the following methods and principles:

 

  1. If a planned activity carried out by the distribution company in regard to the operation of the grid requires user to operate his/her plant or grid in a different way than planned way, distribution company informs the user as soon as possible,

 

  1. If a planned activity carried out by the user in regard to the operation of the plant or grid of user requires the operation of the distribution system in a different way than planned way, user informs the distribution company as soon as possible Distribution company informs other users that may be affected from the situation,

 

  1. If one of the situations described in items (a) and (b) above occurs, possible risks and their outcomes take place in the notifications made to parties in detail. Those notifications shall be made in a way to give adequate time to the party in order to evaluate the risk and to resolve the problems connected to the risk,

 

  1. In cases where there is not enough time for written notification, those notifications related to unplanned incidents like mistake of personnel and/or fault occurred due to faulty operation of equipment, faulty operation or any incident that lead to departure from normal operation conditions in the system shall be made orally within thirty minutes following the occurrence of the incident. Later, notifications are confirmed in writing via facsimile, e-mail, or mail.

 

Serious Incidents and Obligation for Notification

 

Article 37 — Incidents such as system voltage and frequency falls beyond normal operating limits, instability of the distribution system, overload of equipment, manual or automatic disconnection of connections and incidents impair personal and/or public rights because of those incidents are accepted as “serious incident”.

 

If the distribution company decides that an incident notified by the user has serious impact on the distribution grid, distribution company may request user to prepare the serious incident report in writing. This report shall be prepared in accordance with Appendix-3 and sent to the distribution company in the next working day following the request.

 

Analysis of Serious Incidents

 

Article 38 — Effects, reasons and outcomes of serious incidents on plant and/or equipment of the system and user are analysed with the joint participation of related parties. Related parties agree upon the way, methods and principles and other issues of analysis before commencement of it.

SECTION FOUR

 

Access and Work Security

 

Access

 

Article 39 — Provisions in regard to access to sites owned by or under the responsibility of users or distribution company shall be stated in the connection agreement made between the distribution company and user.

 

Parties (Distribution company and user) shall prepare a site responsibility schedule showing the authorisation and responsibility is on which party in regard to maintenance/repair, operation and protection of plant and/or equipment in their respective operation boundaries and those shall be stated in connection agreement. This schedule shall take place in the records of the parties and exist in locations within operation boundaries.

 

Principles of Work Security

 

Article 40 — Distribution company and user shall constitute work security management systems in accordance with the provisions of the legislation covering methods and principles in regard to protect lives and health of personnel working on the distribution system or plant and/or equipment of user. Those systems include measures to be taken to provide security of personnel and authorisation and responsibilities of the parties on this subject. Regarding the authorisations, class of the work to be carried out on the distribution system or plant and/or equipment of user, professional license of the worker, class of license, and the clearance of this license on which sections of the facility shall be considered.

 

Training on Work Security

 

Article 41 — Distribution company and user shall train personnel working on the distribution system or plant and/or equipment of user on work security management system in every two years.

 

Personnel succeeded in the exam made at the end of training is given a security management certificate indicating the class and authorisation according to the power and voltage level of plant and/or equipment to be worked on. On a certain section of the distribution system or plant and/or equipment of user, only the personnel holding required certificate class for the section shall work.

 

Distribution company shall approve the scope and period of work security management training programme

 

of user and the training personnel assigned.

Security Management within Operation Boundaries

 

Article 42 — Issues related security management system that will be applied in the operation boundaries between distribution system and facilities of user and/or transmission system or in places where joint responsibility exists shall be regulated in the scope of connection and/or use of system agreement.

 

For the operation boundaries and places where joint responsibility exists, distribution company, related user and TE Aẞ prepare a joint plan in regard to ownership, responsibility, and sharing of authorisation. Operation plans and schedules for those places shall be recorded into the records of the distribution company, related user, and TE Aẞ. Parties shall jointly control and approve whether operation plans comply with connection and/or use of system agreement and reflect the actual state of the facility or not.

 

Security of Site and Environment

 

Article 43 — Distribution company and user shall perform necessary arrangements to provide safety and security of the site and personnel working on site shall be warned against possible dangers.

 

Distribution company and users shall take necessary measures for the protection of environment during their work.

 

Distribution company and user shall hire full-time working specialist person(s) responsible from work security management system.

 

Distribution company and user shall establish a documentation system to monitor and report all activities that will be performed on the distribution system or plant and/or equipment of user and safety measures that will be taken.

 

SECTION FIVE

 

Emergency Management

 

Emergency Management Plan

 

Article 44 — Distribution company shall prepare emergency management plans for the gradual energising of the system against cases that the system is completely or partially lose its energy.

Black Start

 

Article 45 — National and/or regional load dispatch centres performs black start if the system is partially or completely in black out state. Distribution company determines the participation method and obligations of users connected to the system at HV level to black start activities under the co-ordination of national and/or regional load dispatch centres and this subject takes place in connection and/or use of system agreement.

 

Distribution company energises the distribution system gradually and according to the defined sequence under the co-ordination of national and/or regional load dispatch centres.

 

During black start, instructions of national and/or regional load dispatch centres are binding for distribution companies as well as instructions of distribution companies are binding for users.

 

Distribution company and users shall assign personnel having professional training and license adequate to manage the system and facilities during black start.

 

SECTION SIX

 

Numbering and Naming Numbering of Existing Plant and/or Equipment

 

Article 46 — All plant and/or equipment shall be numbered and/or named according to the agreement reached between the distribution company and user in order to provide secure operation of plant and/or equipment within the ownership boundaries of user and decrease fault risk to minimum level. Tags showing those numbers and/or names shall be placed on plant and/or equipment within the ownership boundaries of user. Those tags shall be produced, installed, and preserved that writings on them shall not be affected from weather conditions and environmental effects. Those numbers and/or names shall exist in all operation diagrams and documents likewise and copies of those documents shall be distributed to related parties.

 

Numbers and/or names of existing plant and/or equipment may be changed, if needed, through mutual agreement.

 

Numbering of New Plant and/or Equipment

 

Article 47 — If the distribution company or user requests to install a new plant and/or equipment within their respective operation boundaries, distribution company notifies related parties in writing on new numbers and names to be given those plant and/or equipment. In this notification, numbers and names of the plant and/or equipment to be installed take place as they are in the operation diagrams. Notification shall be sent to related parties at least three months before the installation of plant and/or equipment. Parties shall confirm that they received the notification within fifteen days. Numbers and names shall be added to operation diagrams and documents and copies of revised documents shall be distributed to parties.

 

SECTION SEVEN

 

System Tests

 

System Tests

 

Article 48 — System tests are tests where an operation method other than normal operation conditions is performed under control, and where effects and outcomes of this operation method are analysed in the distribution system.

 

During system tests, all required measures shall be taken in order to provide security of the system, personnel, and properties.

 

Distribution company is responsible from the execution and co-ordination of system tests.

 

Distribution company shall perform system tests that may have an impact on the transmission system in co-ordination with TE Aẞ.

 

Notification of Test Request and Test Personnel

 

Article 49 — If the distribution company or user requests performance of a system test that may have an impact on the system or users, the distribution company determines the users that may be affected from the test and makes a preliminary notification in writing to the users that may be affected from the test including following information about the test:

 

  1. Objective of the test,

 

  1. Scope of the test,

 

  1. Proposed date of the test,

 

  1. Necessity of the test,

 

  1. Existing state of the plant and/or equipment to be tested,

 

  1. Users that may be affected from the test and their addresses.

In the scope of written preliminary notification it is requested from users to notify their opinions regarding the test and its effects and planned date of test along with the names, duties, titles and authorisation of their representatives, who will attend to the test, within thirty days starting from the date of notification.

 

In line with the opinions and recommendations came from users, distribution company determines date of the test and test personnel and notifies those to users.

 

Test personnel gather within fifteen days following the formation and prepare a test plan considering following points;

 

  1. Economical loss that test will lead in operation and risks related to safety,

 

  1. Opportunity to perform test on date, which distribution company or TE Aẞ trips their plant and/or equipment due to maintenance and repair or to combine the test with other tests,

 

  1. Possible effects that the test will have on the plans of other legal entities engaged in generation activity and load dispatch activities.

 

Test is performed in the scope of prepared test plan.

 

PART SIX Service Quality

 

Responsibility for Service Quality

 

Article 50 — Distribution company is responsible from the quality of the service given to the users in its distribution region.

 

Evaluation of Service Quality

 

Article 51 — Evaluation stages for service quality are given below;

 

  1. Phase 1: Distribution company shall establish required metering and information systems for evaluation of its performance starting from the grant of license,

 

  1. Phase 2: Distribution company shall present performance information in accordance with the form stated in this Regulation to the Authority that are being prepared in general terms in the initial period and not binding in terms of sanction within one year following the completion of phase 1,

 

  1. Phase 3: Distribution company shall present performance information in accordance with the form stated in this Regulation to the Authority that are being prepared in general terms in the initial period and binding in terms of sanction within one year following the completion of phase 2,

 

  1. Phase 4: Distribution company shall start to send performance information in accordance with the form stated in this Regulation to the Authority that are being prepared in general terms as well as on user basis and binding in terms of sanction starting from the completion of phase 3.

 

If the conditions set forth for the phases related to the evaluation of service quality are breached, necessary procedures against the distribution company shall be executed in accordance with the provisions of article 11 of Law.

 

Conditions related to Quality of Electricity

 

Article 52 — Distribution company is obliged to provide following operation conditions in regard to the quality of the electricity it served depending on the service quality of electricity transmitted at the connection point from the transmission system to the distribution system:

 

  1. a) Frequency:

 

TE Aẞ controls the system frequency within the limits specified in Electricity Market Grid Regulation. b) Voltage regulation under stable condition:

 

Voltage level under stable condition in the operation of the distribution system shall comply with related standards. Under normal operation conditions, voltage at the connection point may vary ± 5% of the nominal voltage at most. In an emergency case, it is permitted that this voltage may vary between -8% and +6% at most for a short period.

 

Performance of the distribution company in regard to voltage regulation is evaluated from the low voltage side of the system.

 

In order to provide performance related to voltage regulation under stable condition, voltage shall remain in permitted limits in a period at least 97% of the metering period. If this condition related to voltage regulation is breached, necessary procedures against the distribution company shall be executed in accordance with the provisions of article 11 of Law.

 

  1. c) Voltage imbalance in phases:

 

The ratio of the difference between the highest and lowest values of phase voltages to nominal voltage shall not exceed 10% at the LV termination points of HV/LV distribution transformers for every loading condition. If

the condition related to phase imbalance is breached, necessary procedures against the distribution company shall be executed in accordance with the provisions of article 11 of Law.

 

  1. d) Harmonic distortion:

 

Distribution company and user is obliged to comply with harmonic limits specified in related standards. Performance of the distribution company in regard to harmonic distortion is evaluated through harmonic

 

distortion indicators.

 

Distribution company gives a period not less than thirty working days to the user led to harmonic distortion for the elimination of the distortion. If user cannot eliminate the distortion within this period, user is disconnected subject to a notification two days before the disconnection operation.

 

In order to provide service quality related to total harmonic distortion, total harmonic distortion metered shall not exceed 8% within time longer than the 5% of the metering duration. If the condition related to harmonic distortion is breached, necessary procedures against the distribution company shall be executed in accordance with the provisions of article 11 of Law.

 

  1. e) Flicker:

 

Distribution company shall provide that user complies with related standards for the flicker effect. Flicker is metered through Pst indicators.

 

In order to provide service quality related to flicker, Pst value metered shall not exceed 1% within time longer than the 5% of the metering duration. If this limit related to flicker effect is exceeded, necessary procedures against the distribution company shall be executed in accordance with the provisions of article 11 of Law.

 

Reporting of Information Related to Quality of Electricity

 

Article 53 — Distribution company shall install the system and equipment for the metering of quality of electricity in accordance with the conditions specified in this Regulation and prepare a report including brochures, information and documents on this issue and sent it to the Authority.

 

Performance Indicators Related to Continuity of the Service

 

Article 54 — Continuity of the service means the reliability of the services given to user by the distribution company. Performance indicators related to continuity of the service are established by considering limit values set for those indicators.

 

For the setting of performance indicators outages more than one minute are considered. Outages due to transmission system, emergency cases, and extraordinary circumstances occurred nationwide and outages happened because of lack of payment of the user or violation of agreement is not considered.

 

Performance indicators related to continuity of service are as follows:

 

  1. a) Initial period indicators are used in first, second, and third phases of the phases of evaluation of service quality:

 

1) Equivalent Outage Duration Indicator (EODIf)

 

This indicator is calculated for every feeder separately and shows the total time that related feeder encountered outage in a period of six months. Distribution company updates EODIf indicator every month according to the following formula:

This indicator shows supply reliability as number of outages feeder “f” encountered within six months. EODIf = TNOf

 

If limits shown in Appendix-4 are exceeded for EODIf and EOFIf indicators, distribution company shall be obliged to pay compensation to user in accordance with the principles stated in item (d). The right of the Authority to make amendments in regard to those values is reserved.

 

  1. b) Last period indicators are used in fourth phase of the phases of evaluation of service quality: 1) Equivalent Outage Duration Indicator (EODIj)

 

This indicator is calculated for every user. Distribution company updates EODIj indicator every month according to the following formula.

  1. General indicators provide to evaluate general service quality performance of the distribution company. 1) System Average Outage Duration Indicator (SAODI)

 

SAODI = ∑ [(Duration of incident j) X (Number of users affected)] / (Total number of users j in the system) 2) System Average Outage Frequency Indicator (SAOFI)

 

SAOFI = ∑ (Number of users affected from incident j) / (Total number of users in the system) j A particular limit is not defined for those values.

 

  1. If acceptable limit values defined for EODIf and EOFIf indicators are exceeded, compensation shall be paid to the user in accordance with the followings:

 

1) According to Equivalent Outage Duration Indicator; ACPf = [(EODIf – TESf) – ALEODIf] x CENS x ADf In this formula, expressions are as follows:

 

ACPf: Amount of compensation to be paid to user because of objectives not met for feeder “f”, EODIf: Indicator calculated for feeder “f” within the last six months,

 

HCPf: Hours compensated for feeder “f” within last six months, ALEODIf: Acceptable limit value for EODIf indicator,

 

CENS: Cost of energy not supplied (Specified by the Authority), ADf: Average demand as kW in feeder “f” within last six months, 2) According to Equivalent Outage Frequency Indicator;

 

ACPf = [(EOFIf – NOCf) – ALEOFIf] x (EODIf / EOFIf) x CENS x ADf In this formula, expressions are as follows:

 

ACPf: Amount of compensation to be paid to user at feeder “f”, EOFIf: Indicator calculated for feeder “f” within the last six months,

 

NOCf: Number of outages compensated for feeder “f” within last six months, ALEOFIf: Acceptable limit value for EOFIf indicator,

 

If limits for both EODIf and EOFIf indicators are exceeded for a feeder in the same accounting period, distribution company shall pay the highest compensation figure to the user.

 

Distribution company shall send information related to the compensations paid to the user to the Authority every month.

 

Compensations paid to the user shall not abolish the right of user to request compensation of damages occurred on the equipment unless damages occurred due to fault of the user.

 

PART SEVEN

 

Illumination

 

Obligation related to Illumination

 

Article 55 — Distribution company shall install, operate and maintain general illumination systems (except on motorways at settling areas on its distribution region) at minimum illumination figures specified in Appendix-5.

 

General illumination is limited to settling areas.

 

Classification

 

Article 56 — Illumination areas are separated into following groups according to population density:

 

  1. City centre and other urban areas,

 

  1. Rural areas.

 

Road illumination classification for city centre and urban areas is made in accordance with road types and attributes of the areas roads pass:

 

  1. a) Road types include categories of motorway, main route and by-road.

  1. b) Areas are classified as follows:

 

  • Commercial area: If at least 60% of non-eligible consumers in an area where a road passes are commercial subscribers, this area is classified as commercial area,

 

  • Residential area: If at least 80% of non-eligible consumers in an area where a road passes are residential subscribers, this area is classified as residential area,

 

  • Intermediate area: Areas that cannot be classified as residential area or commercial area are classified as intermediate area..

 

  1. c) Road illumination in rural areas is made in accordance with the following classification;

 

  • On motorways only entries and exits are illuminated,

 

  • On main routes and by-roads only sections passing inside residences are illuminated.

 

When the illumination systems of roads are planned, systems are classified in accordance with the specifications of the surface material as follows:

 

  1. a) A class concrete,

 

  1. b) A1 class asphalt over concrete, c) B1 class asphalt,

 

  1. d) Gravel road.

 

PART EIGHT

 

Communication and Notification, Provisional and Final Articles Communication and Notification

 

Article 57 — All notifications that will be made in accordance with this Regulation shall be made in accordance with the provisions of Law on Notifications no. 7201.

 

Provisional Article 1 — First distribution company granted license for a distribution region is given two years starting from the date it was granted license in order to fulfil its obligations in the scope of phase 1 defined in article 51 regarding the quality of the service.

 

Provisional Article 2 — It is obligatory for distribution companies to provide voltage variation limits specified in this Regulation under normal operation conditions in the distribution system within three years. Within this period, distribution companies are responsible from possible tangible damages that may occur due to extensive voltage variations.

 

Provisional Article 3 — An exemption for three years starting from the date they were granted licenses is given to distribution companies to establish required communication infrastructure stated in article 24 of this Regulation to monitor real time energy flow, to receive denouncements related to the system and to resolve those and to plan and apply the protective maintenance and repair activities in all phases from the input of electricity to the distribution system and to the transmission of electricity to consumption points in its distribution region in the scope of its license.

 

Effectiveness

  • Information related to unit main power transformer (reactance, step settings, nominal power, earthing mechanism, etc.)

  • Thermal efficiency for cogeneration tests

 

  1. As interface arrangements:

 

  • Synchronisation mechanism between the distribution system and the unit

 

  • Specifications of the earthing system

 

  • Structure of the connection, protection and disconnection mechanisms
